Bhutan’s Killer Highways

In 2011, somewhere below Nobding in Wangdue, I don’t want to remember, my car was hit by falling boulders but I survived to tell the story because a chunk of rock that sliced through my windshield landed near my right foot without hitting any part of my body. I still wonder how that was possible. I still feel grateful. ( I could never sue anyone for it)

Since that fateful night, I have become a little paranoid about travelling alone, travelling in the rain, travelling across deadly slopes and the charm of travelling is replaced by fear of being crushed by huge boulders and buried under a mudslide.

Over the years, roads became wider but safety didn’t change much. In fact, with bigger roads, bigger damages were inflicted on the slopes and we are seeing deadlier landslides. Every highway has a leading landslide spot and a few supporting ones that are crippling the traffic every monsoon and claiming precious lives.

We have seen several deadly accidents with multiple casualties, the recent bus accident at Basochu being one of the worsts, which should have served as a harsh wakeup call for us to relook at the way we build roads. But looking at the way Damchu-Chhukha bypass was built we seemed to have learnt nothing substantial. This road though done so recently using all the modern machinery and high-tech equipment doesn’t look any different from the ones our grandparents built using a crowbar. The short span of the road from Damchu to Chhukha has at least four death traps that will gradually become slaughterhouses.

With all the impending landslide, no accidents shall be unexpected. It’s simple physics to understand that the rocks that are held loosely on the slope will come rumbling down due to gravity. And that road being the busiest, we are only to count the number of dead bodies over the year. I can already see prayer flags being offered at two spots on that stretch where the accidents have occurred, and lives lost. If nothing is done, we shall run out of space to offer prayer flags.

Strangely, in the so many deaths due to road accidents I have seen drivers being blamed and charged, but never have I heard of a case where road contractor or official being taken to court for murder. Yes, it should amount to murder. When talking about road safety we always point at the speed limit, drunk driving, etc. but never about the condition of the road. Drivers are fined for violating road safety rules and endangering their own lives and lives of others, but did road safety officials ever charge road contractors for endangering public safety due to their negligence and their incompetence?

Building road along the mountain must be a big feat but it comes with a huge price tag, and when one is paid the price for a job it’s their responsibility to ensure the road is built and that all related damages are rectified and that there won’t be landslide from above or below the road. Sadly, we can see how this is grossly neglected, perhaps it’s not even in the mandate. I don’t like to believe this, but I heard that some loose ends are intentionally left to ensure that there are repeated slides and roadblocks so that the contractor or organisation can have excuses to have more works. Such bad logic.

Whereas at Chhuzomsa in Wangdue, a Japanese company has done a marvellous bridge and on the two ends of the bridge they have solidified the entire hill using pressurised concrete so that there will never be any sort of landslide or shooting boulders. That’s the level of professionalism in the way Japanese work; they leave no loose ends, the only thing they leave behind is legacy of outstanding quality. Unfortunately, they are not building our roads.

The method Japanese used to seal the loose rocks into solid concrete to prevent landslide is called shotcrete. This method, which is extensively used in hydropower projects, can help make a lot of our landslide-prone areas safe. I have seen it used in Tala Project and now in Punatshangchu projects, but I haven’t seen it used outside the hydropower box. Except by Japanese. Why is it not used in making our roads safe?

Another method I have seen being used in hydropower projects is rock-bolt, where a long anchor is used to bolt the loose exterior rock onto the solid interior rock mass. This will ensure that all those creepily hanging rock you see on our highway will not come down on us. But that’s only if we are willing to invest in safety.

During many of my meditative driving modes, when my wife’s lost in her own thoughts and when I am driving across scary slopes I thought of many ways to prevent landslides and shooting boulders. In fact, in my head, I use shotcrete, rock bolts and even build RCC walls and then contemplate massive landslides. 

But even in my imaginative simulations walls don’t stand a chance against the force of nature. There is no way humans and our technology can stop the forces of nature when it’s on the move, but that doesn’t mean we can't divert it. Any powerful force can far easily be diverted than stopped.

That’s exactly what’s going wrong with the way we are managing our landslide-prone roads; we try to stop slides by building walls and therefore the massive force of the slide then takes along the entire road itself. The best solution to that is hiding the road from the path of the slide using the tunnel or half-tunnel technology

Half-tunnel, about which I read many years ago, could be our best chance at making our deadly roads safe for driving across all season. The half tunnel will hide the road and all properties, including us in the artificial cave and whatever falls from above, no matter how powerful, will just fly over our head. This is what I mean by diverting the force of nature and not trying to stop it. It could be expensive to build but when it’s done the amount of recurring cost, lives and property it will save on top of preserving the condition of the road for a sustained period of time will make the huge investment all the worth.

Talking about the huge cost of adopting the solutions I mentioned, I am reminded of an analogy someone shared with me (there must be a name for it as well); A poor man goes to a shop and buys a pair of Nu.400 shoes, while a rich man buys a pair of Nu.3000 shoes. The poor man’s shoe wears out in four months and he buys another pair. Every four months he has to buy a new pair. The rich man’s pair of shoes last for a good five years, while within that period of time the poor man has to buy 15 pairs of the cheap brand, costing him Nu.6,000. The poor man who was trying to save money lands up paying double the price at the end.

Same happens with us, the so-called-poor countries. We think we are a poor country and go for the cheapest way out, but in the end the recurring maintenance cost will be far greater than if had invested in the best. We may be a poor country but we have to carry a rich country mentality when it comes to investing in nation-building.

Letter to Thimphu Thrompon: What's the Worth of a Poor Man's Life in Your City?

Dear Thrompon Kinley Dorji, Thimphu,

I have very high regards for you. You have been the biggest and the nicest surprise we had out of the voting machine. I applauded you every time I saw you on TV; for your work, you honesty, your fairness and your fearlessness. But this time I am thoroughly disappointed with you.

I want to ask you, what’s the worth of a poor man’s life in your city, Thimphu? The way you handled the death of your 63-year-old employee was very insensitive as the employer. He died in the line of duty and it was your duty to give him an honorable funeral and compensate his family as per the company policy. But you have reduced his life’s worth to Nu.40,000 that’s not even worth the smart phone in your hand. You have left the rest to the fate of the case against the building owner who is busy blaming the ambulance.

Amidst this shameless and endless blame game the sentiments of the poor family is sidelined. The family’s sole bread earner is gone, widow is in her sixties who now has to look after several children, some of whom are disabled. The family is not even worried about car or phone, they are running out on food supplies. Why should the family suffer for so long? The family needs support now and the company compensation should have reached them already. You as their leader should have at least managed to comfort the family with normal compensation.

The building owner who built that burial wall should be held responsible for death of a public servant on duty due to their negligence. This case should be fought with all your might and come out with a landmark victory that will pave way for all Bhutanese to understand their right and to respect other’s right, regardless of social status. Whatever you can draw out from them can be paid to the bereaved family as additional compensation. Yes, additional compensation, the real compensation should not depend on this.

And if the wall owner thinks Nu.200,000 is huge and wants to keep blaming the hospital for not sending a health worker along with the driver, then they should perhaps read the story of a widow who won a $23.6 Billion Lawsuit against tobacco company R.J. Reynolds. In this case, her husband died of lung cancer and not killed by their company truck.

Personally, today on father's day I miss my father who was killed in a bus accident. The bus company should have been responsible, the driver should have been responsible, or the house owner who kept debris on the narrow road should have been responsible but only my father paid the price. My family alone suffered. This should not happen to anyone at this time and age. 

So, dear Thrompon please pay the compensation first and then pursue the case with the wall owner. In your city even a pet dog gets more respect, he was a human being, he worked for the city, don’t let this happen.

A Boto to Remember 11.12.13

People say 11.12.13 is a special date and I don't let go such dates pass by without doing something special to mark it. But today I wasn't able to do anything different because I was deployed on exam duty to Punakha. However, when I reached home by afternoon I heard my daughter crying from inside. I froze there for a while, I have this biological inability to react quickly. She has fallen off our bed, she seemed to have jumped in excitement when she heard me coming and landed on her forehead. This is not the first time she fell but the swelling of that size was new to her. She cried badly, and cried worst when we tried to apply ice pack. She always hated ice pack. She only loves ice in her mouth in the form of ice cream.

I took her to the mirror and showed her new face with the boto and she laughed. We laughed for quite sometime and it helped in healing my broken heart. Now I know why parents age sooner. Children fall and rise but every time they fall a piece of parents' heart is broken.

She asked, "Apa, will this boto go away?" almost crying.

Haa Bomb Disposal Tragedy

Who would have imagined so many Bhutanese soldiers being killed by bomb in the peaceful land where not a single bomb was ever dropped in the name of war. Therefore we are all equally unprepared for the devastating news yesterday. It breaks my heart to think of what must be going on among the bereaved families. I join the nation in prayer. May the families find strength to overcome the tragedy.

Bomb disposal operation seems to a very fragile process going by the online archive on the huge number of accidents across the world, including the countries where people know bombs like the back of their palm. Our squad must have dealt with it with utmost caution but it was unfortunate that the accident happened. It was a very expensive lesson for peaceful nation of ours but we must face the reality that bomb is neither good in war nor in peace. I pray may we never have to see another such day.

Window on the Third Floor- Bajothang Town Woes

I blogged about the unsafe attics in Bajothang after a tenant fell from railing-less veranda on 26th Feb 2013. The article was published as opinion in The Bhutanese newspaper in the following week. After over a month Kuensel has run an independent story on it, from where I came to know that authorities have taken action.
The authorities have notified the house owners to ensure safety by blocking access through windows by putting railings. This was expected to be done by the end of March but no house owner has abided by the notification.

Most buildings had left provision for verandas on the third floor, in case the rule changes in future they could make the tenants living in attics comfortable by offering space to dry their laundry. But following the accident they were asked to do just the opposite- put railing on the windows. This means a huge financial blow to the house owners without any benefits. If they were asked to secure their verandas, the financial implication could be tolerated because it expands the scope of better life on third floor.    
When people look at Bajothang town they see huge building and rich landlords, but when I look at Bajothang I see huge debts standing on the shoulders of worried landlords. They will be paying huge installments for the next 20 years failing which all their dreams will be seized by the banks. The rent they collect goes straight to the banks and any addition financial pressure could make them sleepless.
The landlords are not opposing the notification issued by the authorities, they perhaps don't have anymore capacity to invest on the building. I was expecting the authority to finally approve verandas on attic, that will boost the rental business of the otherwise prison-like apartments but what actually happened seemed like a punishment. What is a Rule without logic and without consideration for people it serves? The logic is to ensure safety- whether railing is on the window or on the veranda. A bunch of nail is enough to close windows and shut access to outside of attic if at all it's so illegal to create attic verandah. But with verandas on attics life will way comfortable for people living there.
There are more important things to worry about than shutting windows- When will the sewage tanks stop overflowing on the road? When will the farm road in Bajo town get its blacktop done?

Loop Hole in Bajothang Infrastructures Kills a Man

I am writing about every corner of Bajothang because I love this place and I am living the best part of my life here. The loop hole I am going to write about is not that of 3G network which is not working yet- I know it just a rough sail in new place.
It's with heavy heart I am breaking the news that was not covered in any news media yet: Yesterday morning a man fell from the third floor of the building he was living in in Bajothang town, and was declared dead upon reaching hospital.
Let me present to you a brief background of how buildings are in Bajothang: All structures have attic on the third floor, which has a controversial background of its own. Attics are restricted to certain height and are not allowed to have verandas. Now, you may wonder how the man fell at all. The restriction on veranda was well imposed but the house owners have created a platform across the third floor which can be accessed through either a door or a big window. All commercial apartments have similar features and I am sure authorities have seen it but since it didn't look like veranda no action was taken against it. Therefore you could see people drying clothes outside the windows of third floor without any safety railings.

The accidents such as this were easily predictable, it was only by the grace of god that we saw only one so far. He was drying clothes when he stumbled and without anything to hold on he landed up losing his life. Unlike in the rest of the world here we blame on our fate and luck instead of blaming on the structural safety and holding people responsible. It doesn't take too much brain to analyze that if there was railing the man wouldn't have died by falling off the building, and if at all verandas are not allowed then access to outside of the third floor should be made illegal.
I wish to see some news media come and not just report the news but also make people answer a few questions on the safety of the attic dwellers.

Who Will Pay for the Damage?

Road blocks and Landslides have a long history in our country and as of now there is no sign of learning from the mistakes. We don't have to worry about waterways and railways like other countries but as is our Bhutanese nature we even forget to worry about what we have to worry about.We have tried doing big things like the big worlds but we have lost our grip over small things. We have more airports that brought in more shame- ours must be the only airports with potholes. We have built bigger roads and started having bigger landslides- thank god the rainy season is very short otherwise there won't be a road left on the hills.

Some one lost his land cruiser to the landslide near Dochula but he is happy it spared him, so is my friend who lost his pickup yesterday along with five other vehicles when a tree fell on to them. I was a victim myself, I was greeted with rolling stones at Nobding last year and in last few years we heard of many mishaps caused my roadblocks and landslides. But in none of this cases people are held responsible, except the drivers. I was seeing my friend who was a victim of Dochula mishap yesterday and asked him who will repair his vehicle. He looked at me in surprise, as if I stole the question from his mouth. Yes, who will pay for the damage?

It's time we differentiate between the natural and man-made landslides. Natural landslides are the ones where slides occur without the intervention of human activities, and those that are causing problems these days are for us to judge. Road widening projects are vital for the growing economy of the country but what they leave behind is a ticking time bomb. They save cost by focusing on the road and forgetting the hills they have damaged, even an ordinary observer like me can see how many rocks are waiting to fall, and how many trees are ready come on to the newly widened Thimphu-Wangdue highway. Disaster management should be intervene, do hazard hunting and let the road builder rectify the potential disasters before roads are taken over. Accountability should come to Bhutan now.

In the wake of time, when we dare say that if a child commits crime parents bear the punishment, we can rightfully take road contractors to court in such mishaps. In air crash investigation we see how a screw making company goes jail because it was a faulty screw that caused the crash. But here we are talking about something far bigger than a screw, for everybody to see and still we let it go. If we let somebody pay once, perhaps it may never repeat again. So who will pay for the Damage?

Don't Let Their Death Go in Vain

Last Sunday afternoon's forest fire cost heavily on two families and the police force and I join the nation in offering my heartfelt condolences to the bereaved families. But I urge them not to let their death go in vain. The questions that arise with that unfortunate incident should not be cremated with their bodies. For once we should understand the meaning of such death, we should confess that it could have been avoided. Let's stop agreeing that death happens because of destiny.

It's time we question our ability and capacity to firefight. Hundreds of people are mobilized without relevant equipment to chase the razing fire uphill, which is not only foolish but dangerous. It's our luck that we didn't lose  many lives so far, but we must be the only nation who so much prides in its forest cover and haven't done our best to protect it. We can't fight forest fire with branches and twigs in the hands of exhausted men. We can't drive our fire engines uphill through the forest- they breakdown even on roads.
We don't need scientists to think about a solution, a few think-tanks on Twitter were already discussing about Fire Choppers, which is already being used across the world to battle forest fire. If we really mean forest is our biggest assert then we should invest in protecting it with best resources in the world. The cost of trees we lost so far could have purchased enough fire choppers- it would be wiser to safe the trees than to plant saplings.

It's also time we question the efficiency of the fire engines and other vehicles our firefighter use, such as the DCM truck that has already run over 200,000 Km. For that matter even the public buses. How many accident must we see, before we realize that some types of vehicles are not safe at all. Theoretically, service vehicles can't run over seven years (see Bhutan Observer) but who care about it?

The ugly TATA and Eicher buses are still polluting the air and beauty of the nation. Coaster buses have proven their worth- both in safety and comfort- and we should be insisting on importing them, and the same applies to Fire Engines. The big ugly ones are as old as me and takes hours in preparation before heading for action, and during the operation it fails suddenly. This brings the moral of the firefighters down, because despite all the bravery and effort they land up being insulted by the onlookers. However, the smaller fire engines work magic with instant-operation capability, and with all logic we should be getting more of those. But so far, as things go, we are still clinging on to those old one that we know will arrive only after the show is over.

In some countries, incidents like this lead to a lot of relative investigations and then reforms, here we cremate the bodies with a lot of respect and that's it. What shall we change first?

Father's Name

My father died in 1984, a year after I was born. He shouldn't have jumped into the river, because rest of the passengers survived that fateful bus accident near Katso bridge. I only saw a picture of him when I became 16. Now I am 29, one year older than my father when he passed away but in last many years I had to write his name over a thousand times. From admission form in school, to security clearance form, to job application form,  to income tax from, to promotion form,... every paper on earth seems to want my dead father's name. Sometime I feared it might not let my father rest in peace.
My poor mother gave me the life I am living today, but nobody seems to place any importance in her except myself. No paper ever had a space to write her name. I wish someday we acknowledge the role of a mother in a child's life and ask her name.

Emotions aside, even if I didn't have a father who held my fingers through life I at least had his name. Let me write it one more time: Lt. Phub Dorji. And some people would read it Lieutenant Phub Dorji. But there are hundred others who have their fathers alive but don't have names to write. These children are victims of so many deprivations in life and the only thing they generously get is humiliation. And I don't think I can write comprehensively on the influence of humiliation on life.
Therefore, I would like to join women activist Kesang Chhoden in seeking government's attention on the 178 cases she brought forth from the dark shadow around Kanglung College. While her demand for DNA Bank may not be easily possible, I hope she has some very practical proposals in place to take the matter ahead. Government should be wise enough not to try and justify the legitimacy of the children or defend itself, rather join the cause for change, so that long after today history will remember them.
Mathematically speaking mother is a constant, no one will ever question the mother of a child,  while father is just a variable and therefore questionable. Finding x can be very difficult and I wonder why all the papers want the name of a variable than a definite constant.

My First Kiss with Death

Three mornings I woke up thanking god that I am alive. And three nights I spent sleeplessly along with my wife, feverishly fighting the echo of the boulders rumbling down on to my car with dark empty cliff below it. It was hands of god that pulled me across, or I would have dragged along my friends down the cliff never to be found in one piece.
It was the night of 27th June, my team on election duty didn't want to spent another night in Gogona, so we had to pack out bags after the poll was over. It was raining heavy and we were carefully heading home. After meeting other teams at Nobding I was relaxed and moved at my own safe pace. But there is no absolute formula to drive safe when it rains. 
When I entered the huge turn below Nobding, where road widening works are going on during the day, I saw a boulder falling about a foot away followed by rumbling sound of bigger boulder. In fraction of a second I heard several thuds on my car. I don't know what an experienced driver would do- I didn't have time to think anyway. I had a young lady colleague behind me and a young police chumma in passenger seat- their lives were in my hand. 
I could hear the bang, bang of rock and scream of my friend from behind, just then a bounder as big as my head teared through my windshield and landed near my right foot (only god can explain how it didn't hit me at all). Now, I could see nothing in front with the windshield already blurred by cracks. All the while I haven't stopped, I sped across with all my focus on the road, and after I couldn't see anymore from the windshield I opened my window and project my head out to see the road, until we reached a safe place. If I had panicked a little bit, you would have seen me on BBS Headlines.

It was dark and raining, we were still within the huge curve, which means we weren't fully safe. So I rushed to remove the broken glass using the sharp boulder which was sitting at my feet- damn, it wasn't that easy. The broken glass had turned elastic. I asked the police's SLR and used the butt of the Rifle to make a hole for me to see through.

While I drove, my friend contacted our presiding officer who was way ahead of us, only to find his phone was dead. Then we called our Returning Officer to find a lady answering us, who was not in the mood to take anything seriously. Knowing there was no help we could call for we continued on our own for next 40 km home. 
I was freezing in my wet gho with rain hitting my face like a knife, and occasionally my vision blurred. I tried to keep my eyes open but the sharp pain in there won't let me, the two of them can't drive. Only after passing Rajona, the rain stopped and we had a calm three km journey until we reached RO's office.
At midnight I was taken to hospital to clean glass powder from my face and neck, and only then I fearfully realized that I nearly risked my eyesight by driving after the accident. It wasn't rain that pricked my eyes all the while but flying glass pieces. That night they removed three glass pieces from my eyes and asked me to go for further check up, because they didn't have the tech to remove smaller pieces- I am yet to go!
For now I need enough time to thank god. That's my first kiss with death and I must say it taste awful.
